For me on an i7 3770K 4.2 Ghz, GTX 1070, 16GB RAM, my sim is running smoothest with hyperthreading turned off in the BIOS. I've also set my Antialiasing - Transparency Multisampling setting in NVIDIA Inspector to the level in my sim, so in your case that would be 2x. Although it's lower than 40-60, you won't care when you no longer have micro-stuttering I don't think. For me this means I set my frame rate to Unlimited in the Prepar3D settings, and then set the frame rate to something manageable like 30-35 in the Inspector. One thing you could maybe try is externally limiting your frame rate using NVIDIA Inspector ( ). I don't really know how XPlane works as I use P3D, but I used to suffer from pretty bad stuttering too. The external is 8 tb so it's taking longer than expected.
